Wouldn't that be "staticism"?  Statism is the "concentration of economic controls and planning in the hands of a highly centralized government" (<a href="http://m-w.com/cgi-bin/dictionary?book=Dictionary&va=Statism">m-w.com</a>), a widely used and known term.  This has nothing to do with that...
