
Cybernetics is the general science of information exchanging systems. Quant  la "rpartition des responsabilits", je pense que tu commets une erreur, qui est de croire que les responsabilits s'additionnent et se subdivisent. Ton argument pourrait tre aussi appliqu pour la WWII: les gnraux franais auraient pu mieux prparer la France; les politiciens auraient pu prvenir la catastrophe; les nazis ne seraient donc pas responsables de toutes leurs victimes? Eh bien si! et cela sans pardonner aucunement les responsables franais: le fait que la somme des responsabilits dpasse (et largement) la somme des vnements est l'indice de l'interaction entre les personnes et leurs dcisions; les sommes ne correspondent que pour des personnes isoles les unes des autres. Le fait que untel soit responsable de tel vnement (i.e. qu'tant donn SON information et SES moyens, il avait moyen de prendre une dcision influenant grandement ledit vnement), n'empche pas que d'autres personnes soient aussi chacunes responsables du mme vnement, puisque la responsabilit va se dplacer avec le point de vue de chacun.

As for the "distribution of the responsibilities", I think that you make an error, which is to believe that the responsibilities are added and subdivide themselves. Your argument could be also applied for the WWII: the French Generals could better have prepared France; the politicians could have prevented the catastrophe; wouldn't the Nazis thus be responsible for all their victims? Eh what if! and that without forgiving the French persons in charge at all: the fact that the sum of the responsibilities exceeds (and largely) the sum of the events is the index of the interaction between the people and their decisions; the sums correspond only for people isolated from/to each other. The fact that so-and-so is responsible for such event (i.e. that being given HIS information and ITS means, it had average to make a decision influencing largely the aforementioned event), does not prevent that other people are also somewhat responsible for the same event, since the responsibility will move with the point of view of each person.
