And if the founders or maintainers are blockheads that will oppose to good changes (well, in some people's opinion), then it's time (for these people) to spawn another project; the charter requires that this spawn be clearly distinguished and considered as a new project, so as not to betray the spirit of those who got the project up and running to the point of divergence; but of course, the software license allows the new project to reuse all of the code from the original one, so nothing is lost. And maybe the projects can merge back someday.
Providing free software and letting people use it is the ultimate democracy!
